Holder had represented England youth player in 1969-70 and was in the Spurs team that won the 1970 FA Youth Cup alongside Graeme Souness and Steve Perryman, but he failed to make the transition ot the first team on a regular basis, being a stand-in for others and making only 19 appearances, with one league goal and one in the UEFA Cup.

In February 1975, Phil left to join Crystal Palace on loan and in the same week that Martin Peters left the club, he signed permanently for Palace.
